FairLink: Building Trusted Infrastructure for Ethical Global Recruitment

International recruitment should create opportunity, not exploitation. Yet for millions of workers moving across borders for employment, the recruitment journey remains fragmented, opaque, and vulnerable to abuse. Hidden fees, misleading contracts, withheld passports, and poor oversight continue to undermine ethical hiring practices across global recruitment corridors.

Working alongside FairLink as the delivery and technology partner, Casci is helping design and engineer a secure, scalable digital platform that brings transparency, accountability, and operational insight into cross-border recruitment processes. Combining secure-by-design architecture, cloud engineering expertise, workflow orchestration, and deep experience with Camunda Casci is supporting FairLink’s mission to eradicate unethical recruitment practices and enable fairer employment outcomes worldwide.

The Challenge

Cross-border recruitment is inherently complex. Workers often navigate unfamiliar systems, languages, regulations, and intermediaries while seeking employment opportunities abroad. In many cases, the recruitment process lacks transparency and consistency from the point of origin through to arrival in the destination country. Workers can face unlawful recruitment fees, changing contract terms, or conditions that do not reflect what was originally promised. In the worst cases, passports and personal documentation may be withheld, leaving workers vulnerable and without support. At the same time, many employers genuinely want to recruit ethically and operate responsibly.

However, understanding what is happening across distributed recruitment networks is extremely difficult. Recruitment agencies, brokers, and sub-agents operating in source countries often work with little visibility or oversight, making it challenging for employers to identify risk, measure compliance, or prioritise improvements. Governments, regulators, and NGOs recognise these risks but frequently lack the digital infrastructure and shared data required to monitor recruitment activity across borders in a structured and actionable way.

Meanwhile, ethical recruiters are often unable to distinguish themselves from bad actors because there are no universally adopted operational standards or trusted mechanisms for transparency. The issue is not a lack of intent. It is the absence of connected infrastructure that enables fair recruitment to be measurable, observable, and enforceable at scale.

Casci's Role

As FairLink’s delivery partner, Casci brings the technical expertise required to transform this vision into a resilient operational platform capable of supporting workers, employers, recruiters, and oversight bodies across multiple international recruitment corridors.

Casci is responsible for the platform engineering, workflow orchestration, cloud architecture, and secure-by-design implementation underpinning the solution. The focus is not simply on creating another recruitment platform, but on building trusted digital infrastructure that enables accountability and transparency throughout the recruitment lifecycle. Using BPMN-driven orchestration through Camunda, Casci is helping model and automate complex recruitment journeys involving multiple organisations, jurisdictions, and human decision points. This orchestration approach provides a clear operational view of recruitment workflows, enabling stakeholders to understand where workers are in the process, where delays or risks exist, and where interventions may be required. The platform is designed with observability and governance at its core. By creating structured workflows augmenting humans with Agent based AI, FairLink can provide employers and oversight organisations with greater visibility into recruitment practices while helping ethical recruiters demonstrate compliance and good practice.

Secure-by-Design

Given the sensitivity of worker data and the international nature of recruitment operations, security and trust are foundational to the platform architecture.
